CTE Financial Assistance

Carl D. Perkins 2025-2026 Grant Guidelines

All Perkins participants must be full-time students majoring in an Associate of Applied Sciences degree, certificate, or health science program as listed in the Tyler Junior College course catalog AND fall under one or more special circumstances listed below.

Special Circumstances:

  • Individuals with disabilities
  • Individuals from economically disadvantaged families, including low-income youth and adult (Annual income at or below the federal poverty line, receiving public assistance such as WIC, Food Stamps, Medicaid or TANF, eligible for a Pell Grant, receiving assistance from Texas Workforce Solutions)
  • Individuals preparing for a nontraditional occupational field (seeking a degree that is nontraditional for their gender)
  • Single parents, including single pregnant women
  • Out-of-workforce individuals (recent job loss, worked primarily in the home and needs to increase marketable skills for employment)
  • Homeless individuals (Do not have a stable place to live-transitional housing)
  • Youth (18-24) who are in, or have aged out of, the foster care system
  • Youth (18-24) with a parent who is a member of the armed forces and is on active duty
  • Individuals with limited English proficiency (Limited English ability that creates barriers to educational achievement)

All Perkins applicants must:

  • Ensure that your current Associate of Applied Sciences degree or certificate is listed correctly in the Registrar’s office.
  • Apply for the FASFA Federal Pell Grant online or through the TJC financial aid office.
  • Must fall under one or more of the Special Circumstances categories.
  • Turn in the Perkins Grant application and all documentation, by the appropriate deadline.
  • Sign all Perkins Grant contracts prior to funds being released.
  • Maintain a 2.0 GPA and maintain full-time (12 hour) status without excessive absences.
  • Show progress toward major completion to qualify for future funding. Schedules will be verified that at least half of the classes registered are listed as required for your major.
  • Meet with Darlene Cole, CTE Retention Specialist, BEFORE dropping any courses.

DEPENDENT CARE is limited to three dependents per family. It is paid directly to the designated licensed care facility or registered family home at a weekly rate based on the age of the child(ren). Children 12 and up are not eligible. Childcare funding from other sources such as CCS must be reported. Childcare funding cannot be awarded from another source and Perkins at the same time. Excessive absences of a child from daycare will result in cancellation of funds. Payment is made at the beginning of each month. The rates are as follows and are subject to change.

  • Infants to age 2--------------------------------- $120.00
  • Ages 3 to 5--------------------------------------- $100.00
  • After school care-------------------------------  $50.00

TRANSPORTATION ALLOWANCE is available to those Perkins participants who drive 20 or more miles one-way to attend class on campus. Students must attend class on campus at least 2 days per week to be eligible.

Transportation reimbursement is based on round trip calculation from verified home address to campus that classes are located. Verification is done through MapQuest. Attending Clinicals cannot be counted in your mileage. Payment is made at the beginning of each month. Mileage allowance is distributed as follows and are subject to change.

  • 40-60 round trip miles----------------------- $150.00
  • 61-80 round trip miles----------------------- $200.00
  • 81-100 round trip miles--------------------- $250.00
  • 101+ round trip miles------------------- $300.00

BOOK ASSISTANCE is available to students who qualify. Books can only be vouchered from the on-campus bookstore. Perkins students may write/highlight in the books. If the books are lost or destroyed, the student will be responsible for replacing the items. All previously used textbooks replaced with updated versions will be available to CTE students for free in our office.

TOOLS are available to Perkins participants who are enrolled in programs with a required tool list. Student must be registered in program classes in order to be considered for assistance. Tools should be purchased using the program’s required tool list as reference. $500 per semester is available for required tools. This rate is subject to change.

UNIFORMS are available to Perkins participants who are enrolled in programs with a required uniform list. Student must be registered in program classes in order to be considered for assistance. Uniform consideration will be a one-time $300 award for the life of their program. Uniforms should be purchased using the program’s required uniform list as reference. This rate is subject to change.

Awards are based on the amount of the Perkins V: Strengthening Career and Technical Education for the 21st Century Act funding available each semester.
